About Bala
Kanthangal Joseph Alphons, widely recognized as Bala, achieved national renown as India's formidable 'Demolition Man' for orchestrating the removal of thousands of illegal encroachments in New Delhi. Born in Manimala, Kerala, he overcame early academic struggles through rigorous self-discipline to clear the prestigious Indian Civil Services examination. Joining the Indian Administrative Service in the 1979 Kerala cadre, he served as District Collector of Kottayam, leading the historic campaign that made it India’s first completely literate town in 1989. Later, as Commissioner of the Delhi Development Authority, he fearlessly demolished over fourteen thousand unauthorized structures despite intense political pressure. Transitioning to elected politics, he won a seat in the Kerala Legislative Assembly before serving as Union Minister of State for Tourism from 2017 to 2019. During his ministerial tenure, he modernized global marketing campaigns and championed sustainable heritage development. His unyielding executive resolve redefined urban administration and demonstrated the transformative power of integrity in Indian public life. Today, his enduring legacy as an incorruptible reformer continues to inspire generations of aspiring civil servants.
